Safety Technical Specialist - Full Time - West Valley

Department: Safety and Compliance

SAFETY TECHNICAL SPECIALIST

Job Summary: The Safety Technical Specialist supports the Safety and Compliance Department by advancing employee safety initiatives, regulatory compliance, and risk mitigation strategies across all Recreation Centers of Sun City (RCSC) departments and facilities. This position plays a critical role in coordinating safety training, managing hazardous material compliance, facilitating safety audits, and reinforcing a proactive safety culture.

Duties and Responsibilities

  • Administer SafetyPlusWeb, the RCSC safety management system, to track training completions, manage inspections, assign corrective actions, and maintain compliance documentation.
  • Lead the STOP for Safety Program implementation and ensure participation across departments to reinforce a culture of observation, feedback, and intervention.
  • Lead the RCSC Safety Committee: schedule and facilitate monthly meetings, train committee members, conduct and document facility inspections, and follow up on corrective actions.
  • Conduct safety audits at RCSC and Chartered Club locations to identify hazards, security concerns, or compliance gaps; initiate and track remediation work orders.
  • Support safe practices through education and oversight of chemical handling, storage, disposal, and hazardous material signage in accordance with OSHA and EPA regulations.
  • Develop and maintain the Hazard Communication Program, including full implementation and training on the Safety Data Sheet (SDS) management system.
  • Review, revise, and implement the Emergency Action Plan (EAP); plan and conduct evacuation drills; evaluate effectiveness and revise procedures as needed.
  • Manage Exposure Control Plans and ensure OSHA-compliant protocols for sharps handling, disposal, and documentation.
  • Collaborate on incident investigations with the Safety Coordinator, ensuring timely root cause analysis, accurate documentation, and appropriate follow-up actions.
  • Partner with Human Resources to manage Workers’ Compensation investigations and identify risk mitigation strategies to reduce future claims.
  • Coordinate safety protocols for special events, consulting with departments and clubs on crowd control, access, environmental conditions, and emergency planning.
  • Coordinate scheduling and delivery of First Aid, CPR, and AED training for employees, and offer training opportunities to Chartered Club officers, monitors, and volunteers; track employee training completions only.
  • Provide regular training updates to Human Resources for inclusion in personnel records.
  • Research and advise on emerging safety best practices and regulatory changes; assist in drafting or updating internal safety policies.
  • Adapt schedule as needed for evening, weekend, or offsite events, facility inspections, or emergency response.
  • Other duties as assigned in support of RCSC’s safety goals.

Knowledge, Skills and Abilities

  • Knowledge of OSHA, EPA, and other relevant safety regulations applicable to workplace, public, and recreational environments.
  • Strong understanding of hazard communication standards, including SDS management and chemical inventory processes.
  • Proficiency in safety management systems, especially SafetyPlusWeb or similar platforms for audits, training, and documentation.
  • Ability to lead and facilitate committees, safety meetings, and training sessions with cross-functional teams.
  • Demonstrated experience with incident investigation, root cause analysis, and corrective action implementation.
  • Strong computer skills (Microsoft Office, on line safety and training programs, etc).
  • Knowledge of emergency planning, evacuation drills, and exposure control procedures.
  • Strong communication and interpersonal skills, including the ability to train employees at all levels and work with club members and external partners.
  • Proactive and detail-oriented, with strong organizational, analytical, and documentation skills.
  • Ability to interpret technical safety information and translate it into policies, procedures, and training materials.
  • Comfort with flexible scheduling, including early mornings, evenings, and weekends as needed for events or inspections.
  • Basic understanding of physical security and facility safety principles (e.g., signage, lighting, crowd management).
  • Commitment to fostering a culture of safety and accountability across all departments and club environments.

Qualifications

  • High school diploma or equivalent; additional coursework or certifications in occupational safety, environmental health, or risk management preferred.
  • Minimum of 3 years of experience in a safety, compliance, or risk management role, preferably in a multi-site or community setting.
  • Valid Arizona driver’s license and clean driving record.
  • CPR, First Aid, and AED Certification required or must be obtained within 60 days of hire.
  • STOP for Safety or similar behavioral safety program experience preferred.
  • Experience using safety software systems (e.g., SafetyPlusWeb) preferred.
  • Experience working with diverse populations, including older adults, volunteers, and staff in a public-facing environment.
